Detective Hailey is Upton is a detective who lives in Chicago. She is sent undercover to take down this organisation but they only manage to take down 3/4 of the organisation. They go out for revenge and kidnap Detective Upton. She is held for 2 weeks until she is rescued by Detective Jay Halstead. Then they build a army against the Chicago police department and Chicago and they go to war. In the film Hailey would be seen as The Hero.  Detective Jay Halstead also lives in Chicago and would be seen as The Helper and The Donor.
